Expressions of interest for the group close on Friday, March 20, and council hopes the group will represent a wide range of ages and backgrounds.
Mayor Simon Murray said the working group will be in place until the end of June.
"It will be a sub-committee of the Environmental Sustainability Advisory Committee, to research possible climate change initiatives and identify funding opportunities for those actions," he said.
"And it will recommend short, medium and long-term measures to reduce greenhouse gas emissions, as well as steps to adapt to the predicted effects of climate change for our region."
At its last monthly meeting, council finalised the terms of reference for the working group, which will complement council's other climate change initiatives, including its Project Zero30 partnership with the University of New England.
