Up to 80 households face having their water supply capped to just two litres a minute because of outstanding bills.
General manager Glenn Wilcox was forced to act after the rise in overdue water rates.
Armidale Dumaresq services about 8700 water users and it now had an “unacceptable level of debt” building up on overdue water rates, Mr Wilcox said yesterday.
“We are encouraging people who are experiencing difficulties paying their bill to come and speak to us so we can arrange a payment schedule that suits their family or individual circumstance.
“By talking to us early it will reduce the stress and allow us to work with you.”
The Local Government Act allows councils to restrict water supply for non payment allowing just two litres of water flow a minute to meet health regulations.
A single-flush toilet typically uses about 11 litres, while a five-minute shower uses about five litres.
