City missed out on the spot after a loss to Hillgrove in a low-scoring affair in Saturday's major semi-final.
Batting first, City's openers didn't fire with Rana Samiullah earning the wicket of Ash Clee before Sean Skinner claimed Andrew Skinner.
From there, things didn't get much better as the side were bowled out for 47, Mat Scully the top run-scorer with 11.
For Hillgrove, Sam Johnson finished with 4-14, Cotter Litchfield 3-10 adding to Skinner's and Samiullah's wickets.
City's bowlers set about defending the measly total and started strong, Karl Triebe nabbing Ben Heagney for a duck.

Then Andrew Kirk cleaned up Dave Schmude's stumps for a duck as well before Triebe then dismissed Johnson for three.
Nick Sewell's 13, Ryan Simpson's 11 not out and Brad King's eight helped Hillgrove limp over the line and chase down the runs, six wickets down.
Easts landed their second chance at making yet another grand final after triumphing over Guyra at Lambert Park.
Guyra were sent in to bat first and made 101 runs from 31.4 overs.
For Easts, Sam Uphill managed 5-13, Justin Hickey 2-9, Lochie Elks 1-7 and Clarrie Moran 2-20.
In their run chase, Easts managed to post 11 runs before Guyra bowler Jake Ellis nabbed Dean Waters.
They were 2-33 after Tyson Burey trapped Will Green leg-before-wicket.
Burey then claimed another three scalps - Cody Graham for 16, Maurice Kelly for one and then Moran for 14.
Mitch Woods took Ian Ranger's wicket for eight and then Burey brought up his five-fa with Aaron Whackett departing on 15 as Easts chased down the required runs.
