Rural Fire Service group officer Neil Clayton said two fire trucks, police and two ambulances attended the accident, which happened shortly after 9am.
He said no one had been seriously injured, although a person was taken to hospital.
"It appears the truck and minivan collided," Officer Clayton said.
Traffic was being diverted by emergency services workers with minimal interruption.
Emergency services will remain on the scene until the excavator is resurrected from the ditch at the side of the highway, probably with the help of a crane.
The excavator was from Ducats, however, a spokesman for the Armidale sand, soil and gravel supplier would not comment on the accident.
