Warialda, McIntyre, Bingara and Tingha have all folded for 2020 which forced a re-shuffle in the fixtures.
The east and west conference system has been revised but Group 19 chairman Terry Carson said the draw has been set to ease travel concerns for teams.
There will still be a first and reserve grade finals system but how it will be run is still to be determined.
The Group 19 committee will discuss the finals set up and come up with a solution to prevent teams from tanking and putting themselves in contention for a reserve grade final.
Round one on April 18 and 19 will see the Armidale Rams host the Boomerangs A team while Glen Innes host the Boomerangs reserve grade teams.
Walcha will host Narwan while Ashford are at home to Tenterfield.
Uralla will play Guyra while Bundarra host Inverell.
