Suspicion has always surrounded the fire. It was found to be deliberately lit in a coronial inquest.
And the day before the fire the government had announced a tender process for an Armidale site to house the Australian Pesticides and Veterinary Medicines Authority (APVMA).
Detective Senior Constable Matthew Robertson has been undertaking the review of the evidence from the morning of the fire, while also examining the tender process for the Beardy and Taylor street properties that followed when the land was subsequently sold.
"I should have it done in another couple of months," DSC Robertson said.

Member for New England Barnaby Joyce, who was the key player in having the APVMA moved to Armidale, has been a subject of accusations in fringe media outlets and online.
The investigation has also been examined by mainstream media outlets, including The Sydney Morning Herald, published by Nine (which also publishes The Armidale Express)
"This is one of the most scurrilous conspiracy theories that I have ever heard, and I have heard quite a few. It has no basis in fact whatsoever, " Mr Joyce said this week.
"And that I would somehow be involved in an arson? It is just so out there that people should have a good think about what they're saying before they say it."
DSC Robertson declined to comment in any detail of his review, but made it clear that Mr Joyce had never been a suspect.
