TENSIONS flared over the mayor’s appointment of interim chief executive Chris Rose at Armidale Regional Council’s meeting on Wednesday.

Councillors said they had received the mayor’s recommendation just one hour before the meeting started.
“I don’t think an hour is long enough to make the decisions for the next three months,” Cr Peter Bailey said.
“Are we just going to advocate all of our responsibilities to you Mr Mayor?
“I’m sorry, I don’t think that’s fair or reasonable.”
There were three potential candidates for the job, Cr Bailey said, but would not disclose names for confidentiality reasons.
Most felt the decision would be better made by a panel, where councillors could make input on the candidate they thought was best for the job.
Cr Margaret O’Connor moved that council go forward together, “rather than being forced to accept a CEO we have no information on at the moment,” she said.
“Our community is watching us very closely at the moment for a number of reasons for which we are all aware.”

The proposed amendment for a panel approach to hiring was lost.
The new leader hasn’t worked in local government in NSW for more than 20 years.
But, Mr Rose has 42 years experience in local government, he was the chief executive of Logan City Council for more than 10 years.
He also assisted Armidale Regional Council through the forced amalgamation.
Cr Ian Tiley supported the mayor’s move and said it was important for him to run the process.
"I think it’s appropriate the delegation goes up to and including interviews,” he said.
“Getting the candidates down to a small number and the full council listens to the best two or three and makes a decision between them.”
Chief executive Peter Dennis announced his resignation last week. He will take the managing director role at H20 Hunter, and will leave council this month.
