Armidale Regional Council is asking $3.3 million from the state government, and will make a co-contribution of $1.38 million.
The project would transform the mall into a shared space for cars and pedestrians within 13 months.
The Armidale Aboriginal Reconciliation fountain will have to be moved.
If approved, the upgrade would see the mall fitted with a multipurpose stage, CCTV, special effects lighting, WiFi and street furniture.
It’s expected the upgrade will see the number of vacant shops in the mall drop from four to one.
