"Armidale has had six Mayors, four CEOs, three interim CEOs and one administrator in just eight short years," it reads.
"Management are imploring councillors to unite and back our CEO. Opting for stability and unity as a means of getting things done.
"This in favour of the continued 'back to the future' style tactics that has seen Armidale spin its wheels and continually damage our organisation's reputation in the community."
The management team said it felt compelled to respond to the decision by seven councillors to terminate the contract of their CEO, Susan Law.
"We believe we have one of the strongest management teams in place in the recent history of this council and this is in a large part due to the CEO's leadership and guidance," the letter reads.
"Susan Law, our most experienced CEO, should be proud of her impressive track record of leadership. She has provided her guidance to ensure this LGA is setting itself up for future success.
"Importantly, she has developed a united management team who are goal driven and focused on getting things moving."
Mrs Law said she was humbled by the document.
"I am overwhelmed and touched at the number of staff who have shown their support for me at all levels throughout the organisation," she said.
