It is often said 'winning is a habit,' as was the quote made famous by American Football legend Vince Lombardi, and Elliot agrees it is applicable to his side.
"I am really happy with the cricket we are playing, it is just we have forgotten how to win," he said.
"Once we get that win, we will be right. I personally believe we are leaps and bounds in front of where we were last season."
They will aim to get off the mark when they face Guyra on Saturday for round eight.
In Guyra's last match at Ted Mulligan Oval, against Hillgrove, quick Tyson Burey snared 5-21.
Elliot highlighted the paceman as one to watch when they come up against him.
"You look at Guyra, on this same deck, Tyso took five so we will be mindful of that," he said.
"Whitey [Charlie White] has been going alright with the stick down the order too. Matt Finlay is always a big wicket, as is Demielle Landsborough.
"We will be pretty mindful of those fellas, if we can contain those blokes and we can match it with them in all aspects of the game we will be fine."
Servies will miss Dan Hogan with the ball but John McKay will make the step up to the top grade while Barry Lockwood also returns to the team.
Elliot has been happy with the progress his team has been making and applauded the progression of Dhruv Patel and Sreejan Tarafder.
It's also the strongest start to a season Elliot has had with the ball in a number of seasons with 13 wickets on the board.
"I trained late one afternoon and worked on a few things but at the end of the day it is about the team. It is not just about myself," he said.
"I have been pretty happy with how we have been in every game, except probably one; the consistent amount of fight [we have showed] to stay to stay in the game."
In the other game, at The Armidale School's backfield, City will face a close-to-full-strength Hillgrove outfit.
City captain Karl Triebe said they'll be without two key players in Simon Butler and Callum McKercher.
"We will miss Callum with the bat and Simon's hand grenades," Triebe said.
"Matthew Bryant, he has played a couple of games for us, he is the go-to guy to replace anyone.
"He will come in for Callum and at the moment, we are looking for that last person to replace but at this stage it is looking like it is going to be Elijah Barnes."
The last time City and Hillgrove faced off, in round three, City scored a five-wicket win with Kyle Taylor posting 116 and Pat Gilbey taking four wickets.
"It was closer than everyone thinks, they put on a good score and we chased it down," he said.
"250 is a defendable score but it is a little bit short of where you want to be to be comfortable.
"Kyle performed that day, scoring 100. He made light work of it."
