Armidale Regional Shire Mayor Simon Murray said while, theoretically, council had received $4.6 million funding for work Kempsey Road due to commence in early-July, it would not be able to proceed until the money was in the bank.

"We have signed deeds between us and the NSW Government, which have been sent back to the government, so we don't know how long it is going to take yet. It's not in the bank account yet," he said.
"Effectively, we do have the money allocated to us to do work on 14 kilometres of the Big Hill.
"There are a number of works that will be staged over a couple of years. We'll be doing some of the dangerous corners there, and some of those will require explosives to be uses. So, outside contractors will have to brought in to do that work."

With earlier work completed, Cr Murray said any more work had to be staged because all the machinery needed to do it any other way would simply not fit on the road.
Cr Murray said work would be completed from the top down and would involve widening and resurfacing the road, and improving drainage as work progressed downwards.
Member for Northern Tablelands Adam Marshall said council's funding for the road was assured and Kempsey Road would be reclassified, as promised before the last State Election, within a year.
