Northern Tablelands MP Adam Marshall chaired the committee on companion animal breeding practices in NSW, which in May was tasked with investigating so-called puppy farms.
The committee held three public hearings, including one in Armidale, as part of its probe.
Ultimately it recommended 34 changes to the industry, including:
* Licensing breeders
* Continuing the practice of pet shops selling cats and dogs
* Setting up a common database between relevant authorities to achieve better animal welfare outcomes.
"We have carefully crafted robust but practical recommendations that will lead to better welfare outcomes, an end to puppy factories and a renewed culture of respect for dogs and cats, who are our trusting companions," Mr Marshall said.
