Mr Rudd says he understands the Turnbull government plans to withdraw funding from remote indigenous housing.
"Malcolm just tell us the truth, are you going to be funding indigenous housing for remote areas... or are you going to cut it off?" Mr Rudd asked on Sunday following a Brisbane ceremony on the apology, ahead of the anniversary on Tuesday.
Mr Rudd said housing was a "basic" right and he wanted a "yes" or "no" from the prime minister to his question.
"This would be the first time in half a century that the federal government has decided to say they don't have a role in providing for housing for our indigenous brothers and sisters in remote Australia," Mr Rudd said.
Mr Rudd will address the National Press Club on Monday and Parliament House on Tuesday.
