Police were called to the intersection of Holmes Ave and Taylor St in Armidale about 6pm on Wednesday following reports two cars had collided.
An 18-year-old man, who police allege was driving one of the cars, failed a roadside breath test and was arrested at the scene.
He was taken to Armidale Police Station where he allegedly recorded a blood alcohol reading of .058.
Checks also revealed the teenager does not have a driver’s licence, police will allege.
He was charged with low-range PCA and unlicensed driving and will front Armidale Local Court in January.
No one was injured in the collision but investigations are continuing.
