Mr Widders is blind and says walking through the mall can be frightening.
“Everyone time I go there I feel a bit vulnerable,” he said.
“They’re not there all the time.
“But I’m concerned that no one is doing anything about it.”
Armidale Regional Council conducts daily patrols of the mall and there is an $110 on-the-spot fine for those over 18.
But for those under 18, Council can only refer the matter to police.
“All rangers are authorised to do with a person under 18 is ask them to desist,” a Council spokeswoman said.
Council officers are also unable to fine people from the CCTV footage.
“Some of these young people should be pulled up and spoken to and have their skateboard taken,” Mr Widders said.
The Express contacted Armidale police for comment but did not get a response before deadline.
