More than two months after Ian Tiley rejected the Mall Vibrancy Plan as incomplete, Armidale Regional Council finally has a plan to revitalise the mall.

$265,000 will be spent on upgrades this year, with further developments totalling $558,000 to be rolled out over four years.
First on the agenda is covering and upgrading the performance stage outside the post office.
“We’ve front-loaded the project,” organisation service leader Lindsay Woodland said.
“This means more will be spent at the beginning of the project to really get things moving.”
Another top priority is tearing down the shade sails outside the Tattersalls Hotel at an estimated cost of $20,000.
A further $40,000 will be spent on installing more sails or relocating the existing one, it says.
“There were mixed views on those shade sails,” Mr Woodland said.
“It was about a 50-50 split and it’s about finding a balance.”
In the East Mall, an emphasis will be put on attracting residential development, with $50,000 budgeted for planning.
And almost $150,000 will be spent on marketing and bringing new events the city over the four years.
Council held another public consultation workshop on February 22, more than six months after its initial public consultation, to redevelop the plan.
They also spoke with business owners, disability access groups and the Aboriginal community before bringing the revised plan back for approval.
“We’ve gained a lot more feedback and now we have revised the initial draft … put more emphasis on certain things, and now have a very robust plan ready to be implemented,” Mr Woodland said.
Parking was one key concern raised at the community workshop. As a result, Council are conducting a full review of parking and mobility in the CBD.
