Coalition considers plan for MP and 'citizen' panels to allocate public funds for same-sex marriage plebiscite

A panel of citizens would convene with federal MPs to decide how to spend taxpayer funding in the "yes" and "no" campaigns on same-sex marriage, under a plebiscite plan approved by Coalition MPs on Tuesday.
