Mr Finch said the initiative had the support of Armidale Dumaresq Council and would show solidarity with those affected by the siege in Martin Place.
Barrister and mother-of-three Katrina Dawson, 38, and Lindt cafe manager Tori Johnson, 34, were killed when they were held hostage by 50-year-old gunman Man Haron Monis during a 16-hour siege at the Lindt Chocolate Cafe in Martin Place on Monday.
Fifteen other hostages survived the ordeal.
Since the tragedy, the pedestrian plaza has been turned into a sea of flowers as thousands have flocked to pay tribute to the victims.
Mr Finch said he wanted to show solidarity and share community spirit.
"We are encouraging people to wear '#I'llridewithyou' shirts (probably all home made)," Mr Lincoln said.
"We are either trying to organise a condolence book or gathering up all of the notes and placing them in a book to be sent away. We are hoping to get some good photos and having them sent away too.
"The aim is to obviously try and have as many people as possible get there. In doing this it will show how Armidale can come together and show support and community spirit."
