The Australian Electoral Commission has determined the territory still does not have enough people for another seat, however, it will review the existing two electorates' boundaries.
The redistribution of boundaries was originally scheduled for the ACT for December last year but was delayed as population projections suggested the ACT might be entitled to an extra House of Representatives seat.
The ACT assessment was required because more than seven years had elapsed since the last redistribution.
Boundaries will change in NSW and Western Australia. NSW will lose one seat and go to 47, and West Australia will gain one seat to 16.
The total number of members to be elected to the House of Representatives at the next federal election will remain unchanged at 150.
The commission will soon invite the public to provide feedback on the drawing of federal boundaries and the naming of electoral divisions.
The process could potentially see the border, which separates the capital's north and south electorates and currently runs through Lake Burley Griffin, change.
Any new federal electoral boundaries are not expected to be finalised until late 2015 or early 2016.
